I returned a month ago and I got Rank 15 thanks to the catch up mechanic. Maybe you should spend last time on this thread and try helping yourself? It sounds like you just want Blizz to hand you a maxed out cloak.
But you have almost unlimited attempts with echoes and requires you to do only 2 zones rather than 4
460 DK alt:
8: requires two zones. Did both and Thrall, used all three charges but not the free res.
9 and 10: requires 4 zones but not Thrall. Did all 4 zones with a sliver of sanity remaining, used all three charges and res. Leave Rexxar last and make sure you have your cooldowns ready before engaging him.
It’s hard, but doable. You must stack as many buffs as possible: food and flask are mandatory, kill the blacksmith whenever possible, get all the sanity potions you can (get the potion weakaura if you don’t have it yet).
The update says nothing about making the process easier, just potentially faster. But if you’re good enough you’re rewarded; before the update you’d only get 2 pages no matter how good you were. With all that said, I don’t think it’s doable as any caster at 460 ilvl due to how much easier it is to cleave as melee (maybe not doable at all even at 470+).

They want to boost the pay to win. Carries should be even more lit now 
If anything it’s gonna work against carries. Before the update you needed like 10 runs to get from 12 to 15, now it’s only 3.
Eh I suppose you’re right to an extent… Though those end levels you usually have the tech unlocked. I honestly find the middle ones harder as it takes a while to get elite extermination.
It’s a jarring system. Doing 5 mask runs with an orb and res left while staying in your toes dodging stuff. Then go to doing 2 zones if you’re lucky, all while being bored out of your tree because it’s easy but you’re on a timer. Kinda wish these rental powers were all boa. I don’t mind doing it on a main but it gets outa hand and boring on alts.

That’s true, the hardest part of leveling the cloak is between 7 and until you get Elite Exterminator.
Except it’s not realistic to have Elite Exterminator by rank 8; I’m at rank 10, haven’t failed a single run (1 vessel = 1 rank) and am still short by 1000 mementos.
Either you got carried or you failed so many times you got more mementos than needed.

I’m telling you as someone who is literally logged in playing the game that I am getting 2 a run on my alt that requires 6 pages.
As has been pointed out several times in this thread: That is a visual error.
It’s a visual error that I just ran a vision and it went 0/6 to 2/6 and I require 4 more?
Oh ok. That makes complete sense. 
Problem solved.
The bug is that I only need 4 when I check with Wrathion.
But it still takes a complete full run. My alt is unable to do a ful run, I am on the verge of comfortably doing 3.
