Hard to explain… on the docks next to the Alliance vessel in boralus, they are unnamed npcs.
The refugees in Stormwind also remark that they should believe the Night Warrior will give them justice, even if the Alliance does not.
The gist I’m getting from NPC’s is that the Night Elves are not done
