I am in but addons are broken which doesn’t make sense if it is truly an ISP related issue.

Thanks for being so transparent it really does help us understand what’s going on. We appreciate your on-going support 
Turned off VPN and logged in, looks like the issue is resolved for me at least. NPCs are able to interact and I can use spells as well as my Addons.
Everything is working normally for me now.

Add on issues are due to the game having issues when it loaded up and some setting have gotten wiped/blown away because of it.
If you don’t have a backup of your WTF folder - you may need to redo your mod settings.
That is definitely not an ISP issue, but simply the game’s handling of your settings, particularly macros because of the data disconnect issues.

If you mean your quest tracking - Check your Quest Log. I am sure they are there, just no longer being tracked due to some of the settings getting blown away due to the corrupted data communication while trying to log in.

Check your quest log. Often times in disconnects, the HUD list untracks.
