A blue has already confirmed that the cap is a fixed 550, the increase refers to the catchup mechanic for those who don’t cap from week 1
Ironically both you and the OP (despite accusing each other of this) fail to do the most basic research before making snarky comments on the forums. The Great Vault having rated PvP gear was confirmed months ago

But that 550 is for the 1st week. First week. The Start, beginning, the thrust of the journey. How is 550 the first week, gonna make you wait 17months + 11.3 weeks to get what you want?
- If you earn 550 Conquest during week 1, you will then be able to earn 550 Conquest during week 2.
- If you earn no Conquest during week 1, you will then be able to earn 1100 Conquest during week 2.
- If you earn 400 Conquest during week 1, you will then be able to earn 700 Conquest during week 2.

There is a great vault reward every single week.
And gear will be supplemented via PvE content if you want to remain competitive. So that 15 week number you gave. That’s more like 5 - 6 weeks at most.
Blizzard has also stated that it’s relevant to the activity you do. Rated pvp vault awards are rated pvp gear.
