You will see differences between a 13900k and a 13600k, like I have. But not as much as you would think. WoW is a terrible game for FPS measurement in general, varying wildly in different scenarios. I am running an OC’d 3070 with my 13600k and in dead areas or old world I can see max frame capped frames of over 200. In Valdrakken I can see as low of 53 on 1440p 144hz.
So you would have to see what the bottle neck would be. I’m guessing it would still be the GPU with a 4080 because my GPU is running near max sometimes and the CPU is only using 12-25% because of core usage.
The 13900k would be wasted in it’s huge core count because WoW can only use SOME of the cores, which is why old AMD chips (the Bulldozer era) were so bad. They simmed huge but the 8 cores and low frequency made them function like potatos. I have found that 6 cores is a really good middle ground for near max settings, like the 8700k some years ago or the the 13600k now.
As for 4k, you may not even get 100 FPS in WoW. Whatever you choose, prepare yourself for disappointment just in case.
I have that and an MSI GTX1080ti. It’s still a decent setup for my 3440x1440 Alienware monitor from around the end of Legion time frame. The monitor boasted overclocking to 110mhz, but it has stutter issues over 100mhz.
I could see the small difference that the extra 10mhz made, but the quality loss made me drop it down. I know that mhz isn’t a 1:1 FPS conversion, but going back to 60 fps doesn’t sound appealing after all these years playing at nearly double it.
Just looking the monitor up real quick it has an option for 165hz and 175hz. So depending on which one you got, either 165fps or 175fps will be the max.

Not really.
The difference is motion blur which is how we normally perceive motion. And higher frame rates can simulate that to some extent. So it’s not really that we can tell the difference between frame rates, it’s that with higher frame rates each frame that we do perceive is composed of enough different frames that we see it as motion blurred.
I really dont see the diff when im in Vad getting 70fps and in the world 150fps
