BC class design is the completed design of Vanilla classes. This has been confirmed by devs who worked on Vanilla - Vanilla class design was incomplete and not thoroughly tested but they just went live with it because they didn’t have the time to finish it until the expansion - see Paladins with no taunt.
Paladin couldn’t taunt in Vanilla even though they were supposed to have a taunt. Not ya inf it doesn’t mean that wasn’t their intention.

It’s definitely more complete, as a DPS spec…but Vanilla Shaman had tank aspects built into it like Druid Feral tree.
It just pared down its flexibility and completed a Dual wield DPS option. I don’t think eschewing Shaman tank/2H DPS options made the class complete. That’s an opinion you’re adding.

Its a druid weapon. Shamans will be running either the pvp weapon, or the raid axe from thermaplugg.

For an analogy, Classic was the Weddon cut, and BC was the Synder cut. You may not like Zack Synder’s vision but his cut for good or bad represented the execution of his vision. The Weddon cut was a commercialized version of an incomplete draft. Aka Vanilla WoW.

There are already class changes mined that show Stormstrike’s cooldown being reduced to 6 seconds. Whether that is actually happening in phase 2, no one knows.
