Was in a guild. Quit the guild.
Went to form my own guild. Paid the 10 silver for the charter.
Charter was not in my bag. Relogged, and now it’s in my bag. Cannot interact with it. No addons enabled. Right clicking does nothing. All i can do is delete the charter and repeat the process.
Same thing happened to me. Exactly the same. Were you able to successfully use the new charter after deleting it and getting a new one? or was the new one also bugged?

A server reset might help reset your character guild status in any version of wow.
