Yes, they are broken. Filling them with hydrogen was a very bad idea.
Some layers in rp-pvp have this issue. if youre in darkshore, /who darkshore human
to find a layer.
Then for some people it works, other get sent to gy every time. Yaaay
having this issue on RPPVP on Zephras isle, jumping layers make the Zepps appear but you get stuck at the teleporter and sent back to the GY

I tried a bunch of fixes to get off zephras, now i cant login to my character just says world server down AND i cant fking unstuck my character cuz the page wont load, thanks blizz.
I cant use it on RP-PVP, not sure about others
RP-PVP Broken. I get teleported back to Goldshire when trying to meet up with a friend.
Hi There,
We are aware of some issues with transports such as boats and zeppelins becoming lost in the maelstrom for extended periods of time.
As a temporary fix, we’ve spawned portals near most transport docks or inside of the zeppelin towers to help you move between continents if your boat gets lost. We have a proper fix going out in the morning, and once we’ve verified that’s in and working, we’ll be removing those portals.

20+ years and zepps still dont work
bravo it really is like classic. and wrath, and actually dragonflight beta comes to mind too
can you move my character out of the aether so i can play the game again?
