I’m guessing that your MMR is just so low from going 0-10 on a fresh character/spec that the matchmaking system can’t find enough people from whatever MMR range it allows. This can happen at the very top of the laddder too. For the bottom of the ladder there should be more leeway imo, so you can at least get into a game. The MMR at the very bottom of the ladder should not be as restrictive as the very top.
I bet if you duo queue with a healer who has average/normal MMR, you will get a game.
My rating was 565 and my MMR was 507… not even kidding lol. I actually found someone to help me and after 3 wins was up to 1100 rating and 1950 MMR. I have an average wait time again and finally getting games. Guess this was not a bug, was just so deep in elo hell that there was no one else to que with.
Now let me tell you, the difference in teammates is astonishing and its just wild that happened to me in the first place. I’m not sure why that many people who didn’t know how to play the game got grouped together that many times in a row because it was like game after game of people trying to cap bases after they’ve been fully captured or guarding them for the entire 45 seconds when it was our own, multiple people going to the disabled bases on eots, that type of stuff.
I’m just glad that I was able to get it all figured out and for anyone that’s wondering what to do, que with a healer and you will be able to get yourself out of the gutter after a few wins. Don’t open a ticket, support is completely clueless and we also probably wouldn’t be in this situation if the developers knew what was going on with their matchmaking system anyways.
Though I think it should be considered a bug. No one should literally stop getting matches just because they lost a bunch of their first games in a row. That means a flaw in the system. So maybe not technically a bug, but definitely a problem they need to fix.

Uhhhh yah okay, bud. Definitely went thru all the trouble to open a ticket, post on forums, and post on worldofpvp sub reddit looking for answers because I was lying. Feel free to find my post and ask the guy that offered to help me what my MMR was but I’m just gonna assume your one of those weirdo rage baiters. If you’re not, then please let me know what its like to live with a double digit IQ?
This is a massive bug and keeps people from queuing at all and needs to be addressed.

Im having the same issue… i cant get into any groups when im arms. My other characters can on their average wait times.
