Can’t find any theme except Drustvar. Classic blizzard bug or just unlucky that the 10 neighborhoods i’ve visted are all Drustvar?

I’m hoping to have better luck with getting the new version of the Headless Horseman’s mount to drop. I got the old one to drop last year, but couldn’t get the new one unfortunately.
Hoping I have better luck this year as I do want it a lot!

The color shown for the Patched Harvest Golem set is NOT the right one. That is a great color set, I just wish we could actually get it.
wish the mounts were just plain ol’ boss drops so they’d be tradeable. there’s zero reason for me to queue up, but i wouldn’t mind queueing if i can help other people get the ponies. 
Same Issue, Only Theme I’ve found has been Drustvar. WEnt through my entire friends list, as well as 4 different Public neighbourhoods. All Drust.
Neighborhood World Quest: Community Candy Crawl
For 15 minutes every hour, you can trick-or-treat around Founder’s Point and Razorwind Shores, collecting candy from buckets that appear outside occupied player plots. Collect 10 Neighborhood Candy from the buckets to earn XP, 2 Trick Treats, and 3 Neighborhood Candy.
Could this be changed to the half hour mark or something…
You also have the brand new Aqir events that are the top of the hour that players are trying to farm for the rep…

No sign of the missing Witch/Horseman tmogs and mounts that have been in the game files for over a year, huh?

Easiest win here would have been to move the “green” Horseman armor ensemble and mount variants onto the vendor (for REASONABLE prices) and replace his drops with one of the unused recolors.
But, ya know…
