Reputation Test Findings in WoW Forever (confirmation requested)

When Classic came out back in 2019, I rolled a gnome with the intention of getting the night elf kitty mount. I discovered in the testing before that launch that reputation was decreased at max level (i.e. returning to shadowglen at lvl 60 meant incredibly decreased reputation gains).

As a result, I knew if I wanted to get that kitty at 60, I needed to come over and do leveling in Teldrassil from the start. I did some research and confirmed my suspicions. I leveled in Teldrassil and combined with some cloth turn-ins, I was able to get a kitty mount shortly after 60.

I decided to test again in WoW forever, and made a startling discovery – the reputation returns in WoW forever are the same at level 30 (and presumably 60) as they are at lvl 5. In other words, you no longer have to level in the starting zone to maximize your reputation gain; instead you can return and do the low level quests when they are trivial.

The Balance of Nature gives you 100 rep whether you are a lvl 3 night elf or a lvl 30 human warrior.

I don’t know if this is intended, but I did want to bring light to it in order to hopefully get an answer one way or another by the time the official release is out. Is this intended, or an oversight?

I understand that the reputation gains at higher levels were adjusted with TBC, so maybe the intention is to stick with that approach? I’d be fine with coming back as a 60 to claim all that rep, but if I have to level in Nelf land with a gnome warrior again, so be it. I’m just checking to see if we can get confirmation one way or the other before launch. Thanks.
