It seems as if healing spells are being nerfed when targeting a player of a higher level.
For instance, healing a level 22 bear as a level 18 paladin is resulting in a heal less than the range of the actual spell - by about 50 to 60%.
Surely this can’t be an intended effect?

To the best of my testing, this is a visual and combatlog bug; the scrolling combat text and combat log report the wrong (smaller) healing number, but their health is changed by the correct (larger) value.

Yeah. I’m still trying to figure out the details for reporting.
I’ve seen plenty of visual bugs before but never seen ‘the combat log is outright lying to you’ as a bug.
There is a bug with bear form I believe. Every bear I have healed has been lower than the spell range for the heal.
There’s something going on but it’s likely Bear Form that is the culprit. It had mismatched health scaling bugging out not too long ago as well.
WoW Forever is going to launch ROUGH. There are so many silly bugs in very basic things and we haven’t even tested half of the content yet.

I wonder if it’s reporting (healing value/bear form increase), that is, a value that is the same percentage of their caster form hp that the actual heal is of their bear form hp.
So if they have 800 hp in caster form and 1000 in bear form (I made these numbers up to do easy math it’s not the right percentage), and you would have healed them for 100 (10% of their bear form hit points), it would instead reports that you healed them for 80 (10% of their caster form hit points).
That’s worth testing.
Heals don’t work on health percentages though unless they directly say it. There is a range within the heal can land for each rank. Regardless of health it shouldn’t fall below that range unless there is a debuff directly lowering it.
There’s something else going on. Every single heal you throw at a bear is below the heal range minimum. Toss it on anyone else in the party and it is fine.
It could still be engine related. Remember the retail engine was designed for dynamic level scaling which I thought did do a lot of math for most skills as percentage values at some point in there so that people of different levels can do things together and still scale.

I am aware. I’m guessing at a possible backend explanation for the bug, not trying to describe an intended behavior.
It still doesn’t explain why the heal is below the range for minimum heal that can happen. I think it would be far more subtle if it was related to bear health scaling.
This feels like more of a legion engine creating a scaling error that is scaling down heals for feral druids. If the druid pops out of bear they still continue to get healed below the minimum for the heal’s range.
Ive noticed this as well. I actually posted a few days ago that penance wasnt healing as much as described. Now i see it’s not jusy penance.
I’ve been using the new click casting feature. I noticed my lesser heal rank 3 was healing for about 100 instead of about 180. I deleted the binding and rebound. Now it was healing for 180. I think every time you rank up you need to rebind - even though the interface shows no ranking.
Had the same issue just now, healing a level 30 as a level 21. It was only doing this inside of the dungeon. Must be some type of anti boost feature or something
