In the Zephras Isle Zone the quest A Fine Response seems to be completely bugged and halts progress. The quest says to confront Belathaan Brightwish, but when you talk to him he says one line and then nothing happens. I have been talking to a lot of other players in general and ones standing around him and no one seems to has gotten past this quest. I tried relogging several times both by him and then back in Valanaar and walking back and nothing works he is always bugged. High Priestess Lorthuna and two Living Storms are automatically here too before even talking to him and I imagine they are supposed to show up after talking to him so, it definitely seems bugged.

Still broken for me as well. Its the only quest i have left and i assume leads to the end quest of zephras isles..feels bad to not be able to complete and just up and leave without finishing the story. Hopefully its fixed soon

OK, so I was able to complete it about 5 minutes ago. I had to get layered by the in game system until i got one where the elementals and the boss weren’t there. I dont know if players layering you will do it or not, but i hope this gets fixed soon and i hope this helps others!

Seems like another layering issue with this questline. Two temporary fix may solve this bug (took me 30 mins):
- Log in and log out / exit then relaunch.
- Try partying with someone so that both of you will be layered to hopefully the right one (this one solved my layering bug).

Still bugged, tried relog and relaunch several times without finding a fix. Keep getting put back in the same layer.

Logged out and managed to get into a layer where he wasn’t there.
Weirdly, just being present when another player confronted him and the event/attack triggered gave me credit as well.
So very buggy, but can be completed with some luck.

Quest is still bugged, for the past few hours i’ve been trying to get my character onto another phase, but to no avail. This really needs to be fixed because i literally can’t progress.

I can at least confirm you don’t need this quest to leave the isle, you just wont finish the story chain.
