For some weird reason the new Lighting and Fog effects only show if I have Shadow Quality set to Low or Fair. At any higher setting like High or Ultra it completely removes the new Light + Fog effects like a switch was literally turned off. Also, the high setting isn’t even working as all shadows, like under my character, are just a vague blob and not detailed shadows at all even on Ultra.
So it’s clear that the shadow settings are bugged, both not working at high settings and somehow turning off the new built in lighting ray tracing and fog.
Using an rtx 5090 gpu, all settings as maximum.
*update
Ok it seemingly got fixed, ultra shadows work now and has the light and fog effects intact

REALLY? huh, I want to test this on my 4070
Yeah I tested if any other setting is causing it but no, only Shadow Quality turns that new Lighting system on or off. In addition to not showing quality shadows at all. I’m running around on Ultra High setting and there is just a blob under my character, no shadows when standing next to a light source, etc. It’s clearly not “on”
Also, the Depth Effects setting changes literally nothing in the scene. Disabled or High is the same, I suspect this is linked to the problem that Shadow Quality has. Multiple graphics options appear to be bugged/not working

Bumping this. Really need to set shadow settings to low in Elwynn and Duskwood the the light/fog to look good. RTX 5070 here.
Sorry, tangent, but are there any settings specifically for the new lighting / fog effects? Like can you turn them off or is that just how the lighting is now outside of bugs like what this sounds like?

Type /console volumeFog 0
or /console volumeFog 1 to put it back
I have a AMD Radeon RX 9070 and I don’t see any of the lighting effects, even with shadows turned down. its just a blue foggy haze everywhere I look.

Had to come back here to report how the issue is not fixed. It was temporarily fixed, then randomly breaks again. It’s back to the new Lighting and fog feature being fully and completely turned off like someone turned off a light if you use any Shadow Quality feature above Fair. Sometimes Fair also breaks and I have to change it back to Low to get the Lighting+fog effects back. It literally changes Elwynn from night time dark zone to a bright sunset, massive difference when Lighting + Fog effect is on or off.
It’s very evident that the new graphics settings are bugged, and glitching with the Shadow Quality setting specifically. This is a major problem that is in dire need of a fix before launch day.

Good idea it does need more eyes on it, I’ll try posting the problem in General forum too
