I think when going between power spikes you might want cast downrank heals until the HP and Mana pool is higher. On Dwarf Shaman rank 1 is 25 mana and Rank 2 is 40 mana for not quite twice the heal without any modifiers. Hard to say what it will be like at Max level. MP5 when not casting feels really good. I haven’t to sit and drink at all yet.

Nothing requires anything. You can play the way you want. You will just run out of mana faster, but go for it. The beauty of classic is there are lots of different ways to play

According to what I’ve read on it, it will not be required. “Blizzard has implemented a specific anti-downranking mechanic. This system scales down the benefit of your flat “+Healing” or “+Damage” gear attributes when casting a spell below your maximum level. If you try to spam a low-rank heal just to fish for talent procs or save mana, you will get significantly less value out of your gear.” In standard Classic, classes like Paladins and Shamans couldn’t rely on Spirit for passive mana regeneration during combat. In WoW Forever, all healers receive additional mana recovery options natively built into their revamped talent trees. Furthermore, Paladins and Shamans now explicitly benefit from the Spirit stat for mana regen, reducing the pressure to rely on cheap, downranked spells to conserve your blue bar."

When I train a higher rank of a spell, the lower rank disappears from my spellbook, so probably not. Maybe I’m missing something.

If you search for the spell you want all the ranks appear. Yes you can down rank.

I just found it. Open your spellbook, click the dropdown near the search bar and enable show all spell ranks.

So far, all we know is that you are allowed to downrank, but I have heard they made it so it is less desirable to do.
Idk if they nerfed it to where you wont do it all or it simply become a bit more situational than before.. only time will tell.

This seems to be contentious, but I do believe they said they want to devalue casting spells at lower ranks. Personally I am fine with that, and do plan on healing.

Downranking was generally caused by very awful mana regeneration for mana management purposes.
Right now we can down rank, but it’s hard to tell at level 15-20 what level 60 will be like. I know mana regeneration rates will be better, given MUCH better itemization and there being healing classes that can actually benefit from Spirit now, unlike before.
I always kinda found downranking to be a nessessary annoyance, if it goes away I will not miss it.

Down ranking is great skill play. The only hit point that matters is your last one. Mana is life and knowing who to let die is great mana management.
Honestly will be a better question for when we can get to higher levels and know how much + healing we have and how much it affects the spells/ranks.
Right now nah, but mostly because you probably only have 2-3 ranks and once you get some int gear it’s probably better to use the stronger stuff and try to get a few ticks of mana regen after 5s if you can. I only did the Hall of Thanes a few times but I just used max rank lesser heal and PW shield, some renew but it felt like it started to fall off quickly. You probably want to stick to rank 1/2 stuff till you get some gear/int to make your mana pool bigger at this level but the tank should be pulling pretty slow ( or use cc ) if possible as some mobs seemed to still hit pretty hard.
Power Word Shield didnt seem to benefit from healing + and the gnome racial for some reason. Renew seemed to benefit much more from the + healing stuff I was picking up.
I wonder if PW shield still messes with rage too. ( didnt get a warr tank to ask )
Later on I imagine you might downrank some stuff but hard to tell now and I dont know what items we are working with.
