Edit:
Blizzard developer talking about RP-PVP for WoW: Forever in Twitch streamer’s chat:
“no plans, if you want that make some noise” (NB at the bottom)
While not an official statement, this is how RP-PVP has been added in the past, and likely how to get it this time!
We have to make it known that we wish for the same considerations as players of other rulesets: To be able to play the game we aim to enjoy for many years to come in the way and with the community we want.
Let’s share our stories in the thread and reach out through appropriate channels (I can’t post links unfortunately):

Blizzard, please show that you want WoW: Forever to be for everyone by making space for this passionate community that has been part of your game for over 20 years.
If mods feel like there is something wrong with this thread, please inform me on how to fix it rather than deletion. The guidelines states that bumping is disallowed, and petition posts are frowned upon, but I hope you can appreciate the challenge when both Classic and SoD taught that RP-PVP has to be repeatedly requested despite decades of proven popularity. Thus the focus of the thread is to share stories and its importance through legitimate means, not to engage in improper behaviour ![]()
The Topic
Not everybody knows how the various WoW: Forever rulesets have been confirmed or what RP-PVP actually is, so feel free to ask people in the thread or read through other posts or this post’’ edits. Simply put, WoW: Forever has confirmed PVE, PVP, RP(-PVE), and Hardcore as available rulesets. These rulesets separate players in the open world, dungeons, raids, as well as auction houses, while presumably sharing f.ex. PVP Battleground queues.
RP-PVP has been a staple in WoW since 2005, and there is no way to reenact what such a ruleset represents by simply flagging for PVP. Exactly the same as why we have separate PVP and PVE rulesets. The players and communities they attract, the vibes and emergent gameplay of always-on PVP in most zones, and (importantly) the economies greatly differ. This is why something like warmode or flagging for PVP does not make RP into RP-PVP. Please make it its own ruleset.
Possible Alternative?
If sorting players across layers with something like a warmode in the RP rulesets is a planned solution, I hope Blizzard can instead consider an RP-Mode that layers based on wanting RP, and then reduce the rulesets to PVE and PVP (+ Hardcore). It would require more stringent behavior rules and mechanisms like f.ex. a very long cooldown to enable the RP-mode (like a week+) to discourage disruptions of RP (especially of RP-PVP’ers in a PVP ruleset), but if implemented well could both increase ruleset populations (by having fewer rulesets) and solve all aforementioned issues for players of all gameplay styles. My point here is not to advocate to take away the RP ruleset for those that are elated it exists at all, but to put forward that there other possible solutions that does not exclude and fracture RP-PVP players. Greatest of all, to simply give RP-PVP its own ruleset.
(NB)
From streamer Shobek’s VOD on the 15th of September, around 3:43:08 into the stream. Note that Shobek and his chat were talking about both a regular RP-PVP ruleset, as well as a unique 1-layer RP-PVP server (not the focus of this thread), but it’s safe to assume that if the quoted chat message applied to the latter, it certainly applies to the former.
