I was unable to change any mogs inside the event, everything was locked out including custom sets. I left and took the 30 min debuff.

The way it works is you’re given a theme to compose a transmog for.
That’s what gets voted on.
Guide likely needs to be updated, but -

It is bugged, can’t transmog.
Also transmogging isn’t free anymore on the Trial of Style week? I just paid over 1K for a transmog.

Fix the bugs with the transmog system and maybe I’ll think about it.

It looks like you need to talk to the transmog NPC (the Ethereal), and say you want to participate.
This is supposed to give you a special transmog slot just for this event, which is free but that won’t last beyond TOS.
