Thanks for the reports, we’ve confirmed that there’s an issue with the client enforcing paid transfer restrictions (level etc.) on the free moves, we’re cooking a new client to fix this. The intent is that the only things that prevent a free move on any character is mail in your inbox or guild leadership.
