You are 100% correct and it’s WILD that blizzard doesn’t seem to care about actually balancing at the low end and then just scaling up for flex. Honestly I prefer raiding with less people than more. Raiding feels great with 15 or less, but blizzard seems hellbent to screw small raiding guilds.
