This change needs to be reversed. Working or not, it’s awful.
So you go to Mythressa in the Sapphire Enclave building to buy the 358 gear with elemental overflow. Then turn in Storm Sigils to Retheshi , who is about 10 feet or less from Mythressa. Then you go to the Gladiator’s Refuge (pvp building) to Corxian to upgrade your gear. Wow, that really simplifies everything.
