More health doesn’t make you do more DPS, which is what the 1% was referencing.

Keep in mind that there were a few 2% stam increases from renown (I think 3 in total so far, so that is 6%). Higher ilvl gear has more stam. More stam means more stam from the 2-6% bonus from renown. Which means higher hp. That is of course excluding any stam increases your class and / or spec may have. Tanks have passives that increase their stam.
Using hp as a way to measure dps is folly.
It would be like trying to accurately figure out how long it takes the Earth to orbit the sun based on how many times it spins on its axis. Oh wait… we already do that and it isn’t 100% accurate lol.

You probably for 4-6% stam from covenant + enchants.
20 ilvl is 20 ilvl, unless 180-200 you got most ilvl from trinkets and things with low or no stam.
