Unless they are literally hot-patching every 1% increment over and over again daily, this is a terrible idea.

1% varies insanely cause all the different modifiers in this game. Devs have nobody to blame but themselves.
Actually I was checking the change logs on the spells and there is no such reference to any major changes, so yes I did do some reading.

Note the change logs from 9.0.1 to 10.0 with nothing in between, a % buff of anysort in a X.0.2 is just a balancing act for the start of an expansion, especially when they went from the old tree to the new tree, there was a lot of changes occurring before the expansion was released.
