shrug If you scroll up a bit you’ll see that even the moderators were a bit confused 
It used to be in the past that they enforced that rule… which is why the forums have the /en/wow/ as part of the URL. But who knows anymore.

I thought most of you already played on Illidan/Area52? I used to be like you, playing on non US servers. It just doesn’t work.

That’d be kindof an odd rule considering Canada (English and French national languages), and LatAm (Spanish and Portuguese) servers are all under the NA umbrella.
