My headless horseman is already epic (prior to event) but hallows end reward missions won’t let me claim them ( collect the headless horseman, upgrade him to uncommon, upgrade him to rare) so bc i can’t claim them that’s 21,000 hallows end tickets I cant claim and get rewards on the tree.

Well they still have 15 more days to solve it, but yeah, the sooner the better!
I have the same issue. Additionally, I am not getting credit for playing PVP matches or winning dungeons.
I claimed HH on the tree, no credit for the quest. I already have HH from last year but even the initial claim on this year’s tree did not trigger task completion. Please fix these bugs.

It seems to me (10/24) they compensated for the missing tickets and was able to claim the last core.
It looks like they gave out free tickets today as compensation for some of the bugs in this event, including this bug you posted. I just got around 20k.
