In both cases you can hold the shift key before opening the input dialog. Doing so allows one to input values outside of the intended reasonable range. In the first case, it is of course a mistake because the default value is 30, which would already be out of range and the range for a chance is very reasonable to have between 0 and 100. In the other case, it might not have been intended this way that negative max pitch/roll of doodads can set their effective state pitch/roll and thus it is not public API, but this has long been used and there is no other API for it. There are similar problems for a lot of other fields and settings. The WE controls can be fixed there by adjusting the respective meta slk files.
