if you research everything with Night Elf the after game stats will never be on 100% tech percentage.
It goes to the maximum of 96%.

Glad to see I’m not the only one with this issue. I’m kind of struggling with the WHY myself.
Probably because Hippogryph Taming research was removed from play, but not from the data. Try building a custom map with Melee Latest Patch data mode in the Scenario > Map Options dialog.
But on this map, go to Object Editor then pick Upgrades tab then search Hippogryph Taming then on this Upgrade, change the “Race” setting to Naga or Demon or whatever.
Then try playing and doing your Night Elf upgrades. You can probably get 100% tech percentage in that case.
This is just a guess; I am not at my PC and did not test this at the time of writing.
