Version 1.32 - bug on Require techtree

I am a map developer but since 1.32 I encounter a lot of errors in the “Techtree - Requirements”.
the ability/buff gets to a “true” state even if it’s not meeting the requirements.

for example:
I got a Hero/unit(test both) that has a passive ability that increases stats.
the “Techtree-requirements” are to be a part of 3 combo units.
the issue is that the buff is applying even if the “3 combo units” are not in the game and even if the buff icon is grayed out.

what I did try is this:
make it a single unit combo - works fine, if the unit is not trained then the buff is inactive.
try to remove levels from the buff itself - save the issue.
try to train the unit and then kill it to check if it will remove the active state - the same issue stays in the active state.

at 1.31 that issue is not happening.
