If it’s real at all it was probably given to pro players for winning official events. Which there aren’t any anymore, so they wouldn’t be obtainable.

well, it was some event or competition or something. It is not normally available, it was never normally available, and it is not available in tournaments on the PTR. There is no way to obtain it.

Same, I’ve seen several people with odd-looking icons like this one. They were 4s trash players, and not pros. Will save a screenshot next time I see one.
