Extremely low fps on PC that meets requirements

This only happens in reforged mode.
When zooming at a certain threshold the game runs as expected, when zooming out or moving to an area with fog of war fps tank to around 20-30 fps.
Furthermore there is a “Tick” at a periodic interval in which the game freezes for 50ms to 1 seconds.
All of these issues do not happen on classic mode (arguably as expected).
Specs:
16GB Ram
AMD RX6700S (8GB vram)
AMD Ryzen 9 6900HS
Game loaded into an SSD drive.
Game running at 1440p resolution.

I would appreciate assistance solving this issue.

Hello,

Bad news for you, since Patch 1.36, Blizzard became racist toward AMD CPU/GPU users. ( im not even joking)

We have 2 choices : uninstall the game or spam until a miracle happen
