Since 1.33 came out, I would get the menu without a mouse cursor bug and a black screen with flashing colors when I launched a map.
Reading through the topics in support other people with Intel HD Graphic cards had the same issue
Has this issue been fixed since by any chance?
You should consider updating to version 1.34, and also installing the latest drivers:

NOTE: On my PC I have already tested version 1.34 ( Classic not Reforged. ) I installed it using this link. You have to be logged in obviously. I also used the same thing to test Diablo II LoD 1.14b, and the result is the same, although it was with an AMD GPU and Windows 11 22H2:
