promoted from diamond 2 to diamond 1 and will not update. On blue bar it says diamond 1, on rank stays diamond 2. It happened before update of battlenet was completed.
Leagues are locked now (since 19.1.), you cannot be promoted until next season
It always get locked at the end of every season. Once new season starts is when promotion can happen.
