In my case, it was the EU region. I don’t know about other regions as I only play on EU.
Same here in EU. Raynor, Kerrigan and Artanis…
we are in America region all caped to lvl 5 after we lvl it to 15 , very sad
My Raynor,Kerrigan,Artanis capped lvl 5 too. Region US
A friend and I are just starting out with co-op and we both hit level 5 last night, him on Kerrigan and me on Artanis. It told me that I am capped and will need to purchase the commander. My understanding is that Artanis is a free to play commander. My friend reports that he is not capped on Kerrigan. I own all campaigns and he is fully free to play, not sure if that matters. We are in the North American region.

i mostly play coop. Would be nice to get it fixed, for a refreshing start into the weekend.

Reset all 3 standard commanders (Raynor, Kerrigan and Artanis) from level 15 to level 5. it also affects me in Region Europe
Same issue here. Please restore my levels of Kerrigan, etc.
I have the same problem with Kerrigan and Artanis. The prestige levels are untouched, but the upgrade levels are. Region - EU. Hope to resolve it soon.

Hello, does that means our experience is lost or will it be restored?
I can’t say for sure because I don’t know the cause. But every time this has happened in the past, the progress was restored when the issue was fixed.

Same with me with Kerrigan Raynor and Artanis. It’s been 1 week 
This has happend in the past, how can it take so long to fix? And so many threads and almost no Blizzard answers? meh…
