Yes, it work on shuttles.
And I read somewhere supposedly it can work on the trains too, but when you target a part of the train, the others push/pull, so if you don’t spread the slowing effect on many/all parts, the whole thing won’t slow down.
It does work on both just the train parts aren’t all squished together. So triggers prevent it from slowing the same way as shuttle, an individual objective.
