If not then why can’t it happen ?? Why can’t their be a fan favorite matchup series going on instead of these stupid organized tournaments ?

if I am honest Maru vs Serral loses significance.
In 2018 both had god status. Best moment for a bo5 or bo7. we only had a bo1 in team mode GSL vs World.
if they meet each other now i would rather see it as an interesting TvZ

Not since Serral reached his peak (if you exclude their BO1 that Serral won).

The reason? Maru keeps losing before he has to play Serral.
