Why does Blizzard never discount them?
My guess is they’re roughly as low as it gets. $5 per CO. I guess they could bundle them, but they figure any extra sales won’t overcome the fewer money they get vs. their discounted rates.

Yep. No discount draws me away from purchasing one.
I mean, after all, I purchased the original SC2 WoL game back in 2010 for $60, if I remember correctly, and recently spent $32 for the HotS and LotV, with the Nova expansions and such, so I don’t see why I should not have all commanders for free.
My guess is a lot of work done to implement the COs. I know Stetmann and Mengsk are quite different “under the hood” since they their differences are quite stark vs. the other COs who are more “standard”.
That said, weren’t the COs included if you purchased the campaigns? This would’ve been before WoL went free-to-play though. Me… been starved for content for a few years now. I spent $75 in Coop (COs, CO bundles for XP Stimpack, and Warchests when the latter 2 were still available), and felt I got my money’s worth.
