Chrono Wave accelerate Structure building? (Discovered problem)

I didn’t noticed this until today, it seems Chrono Wave also affects structure building as well.

This wasn’t written in Patch Notes nor was it mentioned in other forum threads, is this a bug?
If it is a bug, I say let it stay. Just remember the fact.

It looks like this structure acceleration bug (via Chrono Wave) is only applied on level 1.
After you gain a level, this bug disappears.
