Well, this new patch is bad and will solve nothing at SC2, but i will give my ideas to improve the game.
First lets see the units that will be changed:
Shield battery - Replace it with MSC.
MSC was a better unit and better on defense.
DT - Blink removed.
I don’t understant with DT has blink.
Void Ray - Speed upgrade and initial speed reverted.
Void rays don’t need speed, they were fine. This buff only favored team game noobs. This patch is reverting the mistakes for Void rays.
Queen and WM - I don’t see the point of these nerfs.
Lurker - Seismic spines and Adaptative Talons removed.
Lurkers are overpowered and superior to all siege units. They were fine, but people complained and blizzard made the OP.
Nydus Worm - revert to HotS version.
This unit was made to transport units, not for cheese or all-ins.
What needs to be further changed:
BC - remove teleport and decrease damage to 5.
The reason why BCs have teleport and move while attack is beyond reason.
Raven - revert to HotS.
Ravens are flying paper weights, they have no reason. Old AT, HSM and PDD are far superior than AAM and useless matrix.
Liberator - remove range upgrade, make it siegeble after an upgrade.
Air in general needs nerfs, in this case is a air unit with insane damage and range.
Warp prism - range pick up removed.
This range pickup has no reason to exists.
Tempest - reverted to HotS version.
This unit was much better in that expansion, nowadays is only for destroying building and being fast and annoying.
Carrier - reverted to HotS.
Interceptors are free, initial auto building favors only noobs and from HotS to LotV lots of building times were changed.
Nexus - Recall removed.
With MSC, the nexus recall is removed, now protoss needs to think about comitting into an attack, risking a MSC, intead of having a free recall in nexus.
Warp gate - auto morphing to WG removed.
This change only favored noobs.
Hydralisk - HP reduced to 80 and upgrades split.
Is now both a tank and a DPS, before it people at least miced it with roaches. One upgrade alone was strong, now combined are OP.
Corruptor - Caustic spray lasts (at least) 7 seconds.
Infinite casting of this spell is OP, this is an air superiority unit that can morph into BLs, they have nom reason to have this spell in first place.
Swarm Host - reverted to early HotS version.
This unit is OP, bad designed and kills positonal play and ground advantage. Now with Lurker nerf, it can complement it in siege role.
Viper - Parasitic bomb removed.
This is just a gimmicky spell that rewards bad play.
Observer/Overseer - surveillance modes removed.
This is another feature to reward noobs, this belongs only in coop. Instead of making players improve, it makes them only f2+a.
Robo units:
Immortal and Colossus - reverted to HotS versions.
Immortals have a gimmicky barrier instead of hardened shield, and are much more expensive (alongside robotics) due warp prism long range load. Without it, it can be buffed. Colossus were much better siege unit in HotS.
Disruptor - removed and replaced by Reaver.
Disruptors have no reason to exist, instead, replaces it with the Reaver, a much more iconic and better unit.
Stopped reading here. No one actually wants to go back to “if the MSC dies it’s game over” every single game. Some people think they do, but no one actually does once they viscerally remember how absolutely wretched that design was.

Eh… fair, lategame blink DT is obscenely strong. Defending against them is rough at the best of times.
Adaptive talons, yes. Seismic spines is what actually makes them a useable siege unit, you cant remove that upgrade, and frankly if youre going to remove one the other then needs to come on lair tech IMO.
While BC teleport is cancer to play against, the unit is quite literally a paperweight otherwise. It is useless. It has no range to make it feasible, its damage output is pretty garbage, nerfed yamato aside, and so the only thing it has going for it is its survivability, which is basically nothing without TacJump because of its slow speed. The unit is quite literally the most expensive unit in the game baring the hero Mothership, whilst also being the most useless in the game without tactical jump. You take it away and the unit would go back to never being used.
Raven is niche, not useless. HSM was beyond broken, and PDD was too - both were terrible for the game. The new raven works as a great supporting unit in low numbers, as it should be. Its fine as it is. IM and AAM both habe their places. It could stand to have a cost reduction, sure. But beyond that doesnt really need anything.
Ah, so relegate it to air only pre upgrade, which means the unit is never worth building without the upgrade since its air attack is so bad that the units it’s supposed to counter actively beat it until it hits the 15+ liberator mark. Brilliant idea. /s
I cannot believe I’m saying this, but… no. Ranged pickup is one of the few expressions of skill that help differentiate high level and low level protoss players. Nerf it, maybe - if you want to do that, reduce the pickup range to 4. But anything more than that is unnecessary.
The damage didnt change on the tempest, only the ground attack range did. They made it more microable, though it could stand to have that pushed further still (see probe’s proposed change re front/back swing). Units that you can get more out of by putting in just a little bit of work with them are exactly the sort of changes we should be looking for. Also, you say this:

No. Just no. Interceptors were supposed to be their weakness as well as their strength - rebuilding interceptors should cost money, the cost is fine as it is but if you lose those interceptors it should cost you. Free units are bad for the game, and there is enough of that BS with swarmhosts and broodlords. At least BL only attack ground and the units have timed life thats very fast so theu cant stick around to long like locusts do.
I already said no to the MSC, so Im saying no to this as well.
Its a QoL change that I actually didnt mind, but I have no real thoughts on this one at all.
Vs terran this is kinda debatable. Theyre strong though, Ill gove you that. Vs Toss… that I am not sure about. Frankly I think the answer here should be colossus, but colossus is kinda mediocre. Also, hydras already have 2 upgrades - range and movement speed. So what are you suggesting we split?
Literally every air superiority unit in the game has a spell to make it not completely dead weight if ground units show up. Phoenix get the gravity lift ability, vikings transform to become ground units, corruptors get to piss on buildings so they actually have something to do other than, you know, literally nothing before broodlord tech is out.
Holy mother of- are you okay? Who in their right mind would ever suggest such a change? The HotS swarmhost was one of the most cancerous units in the game that literally created games that were 4+hours long. You have had a lot of rubbish ideas but my god this takes all of them and says “hold my beer”. No. No. No no no. Free units are bad, and the swarmhost is the most egregious offender on the free unit list.
No. If you want to nerf vipers, PB isnt what makes them powerful, its the fact that they dont care about energy requirements. Remove or drastically nerf consume to bring it in line with other spell-casters. There isn’t another unit in the game that has the ability to regenerate energy for no cost.
Yeah this one I kinda agree with. At the very least, Obs needs to play a sound when its setup.

Look, you can make an argument for colossus needing help, and to some extent I would agree. But reverting immortal back to HotS hardened shields would singlehandedly kill mech in TvP. Again. Awful change, hard veto.
TLDR:
99% of your suggested changes are garbage and/or downright stupid, HotS meta was garbage, you want to bring HotS back but doing so is bad and you should feel bad.
No. Old Raven was only broken vs Zerg. They had literally no way of dealing with mass ravens and Zerg is the main reason why ravens were changed (not nerfed, changed) in the first place. Vs Terran it was good addition in air superiority battles and vs Protoss it was completely useless.
