Design Concept
The existing Neosteel technology becomes a broader Terran engineering upgrade.
Terran repair starts 20% weaker, reducing early mass-repair strength. Investing 175/175 into Neo-Steel Engineering restores normal repair speed while also making repair 25% cheaper, alongside the existing defensive benefits.
Most of this is quite heavy nerfs to Terran for no reason.
Repair has remained the same since WOL, it is fine as it is.
Furthermore, repair has always been priced at 25% of the unit’s total resources, not 100%. This change just makes Terran spend more to get the repair speed it is already balanced around, and at best it would cost 3x as much on top of that.
I should probably just mention that repair has never been close to equal to the full cost of a unit/structure in a Blizzard strategy game. It is always significantly discounted.
repairs essentially are closer to being free units and removing free unit mechanics should be under scrutiny. All terrans whined they want new toys so perhaps we can take some of their toys away from them.
Then are Shield Batteries, Transfuse, and Medivacs all “free units”? Do you want all of those mechanics removed as well, or is this just an “I hate Terran” thing?
Out of all of those, Repair is the only one that actually costs resources to use.
There is nothing “honorable” about nerfing a mechanic that has been in their RTS games from the get-go and is not problematic.
If Terran tries to repair out of combat, they spend money for it (just a lot less than you are suggesting they should). If Terran tries to repair in combat, then they spend money for it and their SCVs are vulnerable to anything with range.
To be blunt, I think it is easiest to keep everything the same. If you want to repair faster, you can just send more SCVs, which carries its own risks and downsides to help balance it out.
