That’s the ranks I play Zenyatta at. I have literally never received bubble or armor pack during EMP animation (I’m almost positive bubble doesn’t preserve your shields anyway). 0 times. Never once.
Zenyatta only survives EMP if the main healer IMMEDIATELY spams heals while a teammate body-blocks or I slip around a corner. EMP gets beaten by dodging it entirely, not any of this nonsense about surviving in the middle of it.
When ever theres a bad Sombra and Im like ‘‘crap im EMPd im dead’’ And then I realize the Sombra standing next to me decided to shoot at my front line instead of killing me and I suddenly turn into junkrat ‘‘IM ALIVEEEE!’’
I don’t think it accomplishes that, it’s not big enough to give the different comps enough boost to counter GOATS, plus also affects Zen when going against Sombra 3-2.
I see what you’re getting at but the drawback doesn’t match the positive the way I see it.
I personally think that GOATS is the reason ultimates come up so frequently and are spammed.
There’s so much sustainability to the point where no regular damage can really overpower or break through it, so since nothing is dying, ultimates keep getting charged rather than halted, and ultimate spam becomes the only way to penetrate all that healing and sustainability.
in the other it make the three off support (zen/brig/lucio) completly unable to keep their team alive at all the level in case of EMP. I think it will be noticed at any level more than it will benefice at hight level.
This would be like increasing the damage output of bastion by 30%, it might reduce the goat usage at hight level will keeping bastion vulnerable to coordinated assault. but the game will be tastless and unplayable under gold.

The average ladder player would probably prefer not getting the equivalent of an instant Mei freeze against an enemy with 850hp that mostly can’t be CCed.
It’s not a bug. Inspire is not an aura like Lucio’s, it’s a proc’ed effect, once it’s ticked, it won’t stop until the ticket target is dead or time runs out. It is not an AoE effect as much as it is a AoE that “gives out” an healing effect to other heroes.
