While I will miss those, I will not miss people spamming voice lines, like Doomfist “And they say and they say and they say and they say and they say and they say…” Seriously, just shut up.
There has been a few topics about this today, but in short while voice lines are meant to be fun, too many players have abused spamming lines constantly and many (including myself) have long vouched a for a bit of control, but it has been confirmed excessively spamming voice lines is not only disruptive but can be ruled as a violation of the Blizzard Code of Conduct by Overwatch Principal Designer Scott Mercer.
Yeah, but cant you just mute that person and it takes care of it?

What they nerfed is the combos. I can’t say “lucky for you, everyone dies” as ana anymore twice in a row. I have to wait a bit but

Because people found it annoying, and enough people just complained about it. I would just Squelch them, but either way, glad that’s over with.

Just give players the option to mute the voice lines that players say. Not the ones relevant to the game, just the ones that can be spammed.
Literally already exists.
Then what is even the issue??? People are whiney killjoys who are too lazy to mute I guess.
??? You still can? You can still chain up to 3 lines. They just have individual cooldowns rather than a universal cooldown. The examples you just listed are still possible.
I dunno? I never had an issue with it. I think its because a portion of the player base has gotton accustomed to phrases like “i dont feel safe” and "if i like something it should be promoted and paid for and if i dont it should be censored and removed.

This is false (very few people wanted this / asked for it), and the solution is not a good compromise.
You should in the options be able to permanently mute voice lines on whatever teams you want, or have a setting to limit character voice lines you hear so that when people spam them they don’t disrupt you.
Do not take away our amusement. If you don’t want to participate, you should be able to turn it off. Blizzard code of conduct statement is also nonsense.
A great thing was removed because too many mouthbreathers abused it because “hur hur spamming same voiceline over and over again su funny u mad bro?”

While I don’t care about people wanting to mash sound bites endlessly, in the context of a competitive game, where the voice lines are supposed to be used to direct the action, voice line spam is just audible mess, and I can see why they would want to clear that up. Genji heal me spam is a perfect example.
Allowing it in other places was probably too much of a hassle to code?
I’m glad Blizzard did it—I don’t want to have to mute people individually if I want to hear the optional voice lines, but don’t want to hear spam
People should not have to choose between spam, nothing, and having to manually mute
Better that “creative” chain combos die for spam’s sins
