Will the projectile speed remain the same no matter what once you set it to 0?

So I have this gamemode where all hanzo’s arrows/attacks are 0 in projectile speed, which means they’ll stay there. It would’ve been an easy task but apparently that setting leaks out to other heroes for some reason, even if I put conditions like “Hero of event player == Hero Hanzo”, some heroes would also have low projectile speed, i tried making another rule where it would set the projectile speed to 100 if the player is another hero but even that doesn’t work? what is the reason for this?
