I remembered it as a challenge skin because I missed it last year when it was available by a challenge. This winter season it dropped in a loot box.
sugar plum wasnt a challenge skin ever though, they didn’t put any challenge skins in events until summer 2019 with the rein, reaper, and mei skins.
