Widowmaker flick shots

Is it correct to say the ability to aim near a player with Widowmaker and strafe across them while shooting (basically causing a wider bullet) and making the hit a lot easier, a bug?
It is a very unrealistic method of shooting and minimises the requirement to aim.
TF2 has the same issue with the sniper, which I’d assumed was just something coding couldn’t fix.
Is that correct or is Blizzard intentionally leaving the ability to flick hit on purpose.
