Personally I dont think any mode should be permanent. It just takes up a spot and people who dont like it gets less variety. Especially during events.
The arcade mode rotation depend on popularity. Low popularity modes and modes that quickly lose popularity quickly tend to rotate a lot. 1v1 is both of those.
