10m is not his effective range, he’s at a disadvantage at that range. His effective range is under 5m meaning you might as well be pressed against the enemies bodies.
Having to be that close, I would much rather have higher damage than a “tighter spread” because you’re not gonna miss much from that close and even if you do, it’s not going to be by much. This just makes it harder to hit with and less impactful when you do hit.

I should’ve clarified that I meant his shotgun in general does more damage. I didn’t mean for it to seem as if I was saying overloaded makes it stronger, so my mistake.
He’s also incredibly short while Reaper is also a wide target (about as wide as Zarya) while having the same amount of hp (if you factor in the armor being essentially 50 hp) as Torbjorn.

His fall off range is 10m, his optimal range is 5m. His fall off range doesn’t account for the pellets missed which you estimated to be about 10 pellets meaning its roughly 54 out of your maximum 216 damage gone with the wind. 216 damage is physically not possible either from 10m since you can’t land all of those pellets on the head.
You hit maybe 4-6 crit pellets(? generous estimation for arguments sake) leaving you with roughly 129 to 140 damage minus the initial 54 lost from distance making it… 75 to 86 (ish) damage. Back in OW1 before they started reducing his damage (and reducing spread) it would’ve been 114 to 128 damage then factoring in the 13 pellets missed from wider spread 77 to 91 damage.
Not to mention the fact that he lost more damage than he gained in spread reduction buffs. Going from 7 damage per pellet to the current 5.4 DPP. Going from the 8 to 6 spread reduction, 6 to 8, then 8 to 7 (net nerf).
So in conclusion, it is a net negative for Reaper with these stats that I tried to paint generously in favor of the current Reaper as opposed to the Pre-spread reduction Reaper. These stats also affect Reaper’s self-sustaining portion of his kit making it also harder to survive. There are boat loads of heroes who can one tap you from this range while also having better range in general making him obsolete.
