Lets take you at your word.
The zerg rush, in a Real time strategy scenario, is one in which player A gets overwhelmed by Player B in an early rush before you can establish an economy and defend.
Its high risk, high reward. I cant tell you of the balance. In this scenario its too late to be player B or A.

Dude I was used to hate Genji too but right now is mostly an annoyance and dead meat, I’m not even scared anymore if I hear Nanoblade

I think you will get along well with grey talon 
Genji’s total damage output is very low. He’s not really much of a threat until he’s on top of you. This is the place where most people are annoyed with fighting genji when he is right on top of them because its next to impossible to predict all of his mix-ups with swift strike, deflect, double jump, etc. while he’s getting rather easy value out of shotgun.
If you keep Genji out of his strong range <15m, then he’s not much of a threat. Someone like Torbjorn is a threat at close or long range because a junky 140dmg headshot hurts. Torbjorn himself has a more lethal shotgun blast at close range going up to like 200 DPS or something like that and higher with overload and a ton of health.

Have you tried playing him?
A sweaty Moira will ruin your life in an instant. The shurikens usually are not reliable and with the OP supports, he is struggling.
People play him because he’s cool, not because he gets value

You need to land 3 headshots with genji’s projectiles in order to feel like it’s doing something. Otherwise your target is gonna have more HP than you realize. It’s not about spamming, genji is best used at close range, thats his niche. His regular shuriken attack is nothing more than a way to build up ult charge and poke. You aren’t gonna go around trying to land 3 headshots at range. It’s not worth it and the damage is a joke. Genji’s best damage comes from his close range combo. Mei, torb can just spam away and deal a ton of burst damage from a safe distance. Genji doesnt do a ton of damage with his shurikens alone so hes forced to stay within those 10 meters which is bad for him too because being so close means you will get deleted just as fast. Genji in the current game is just horrible, play him yourself and see what I mean

Definitely not. The spread on those things is so large that even with solid aim, enemies can sometimes comfortably fit in the space between the shurikens.

Yeah no that’s not true. Go into the practice range and try it out on a hero with a small hitbox like Tracer. You can actually stand quite far back and hit ALL three shurikens.
Especially with the new hitbox changes, it is actually almost impossible for an enemy to fit inbetween each shuriken unless you’re trying to hit them from the other side of the map.
In terms of spamming, I’d say it’s one of the least rewarding to spam.
Why does genji’s dash reset after he gets a kill? Like imagine if any other hero’s abilities did this and how broken that would be. Like a junkrat who gets a free landmine every time he gets a frag.
Why does genji/tracer dodge every balance patch?! Why do OTHER HEROES keep getting nerfed because they make genji/tracer strong (zenyatta)?
Enough is enough.
genji is the most unrewarded hero, trollpick, and played by only samurai fans.
Requires huge effort to get a winrate less than chilling torb.
Tracer is strong, Genjii is not.
