one of the big failings of the lower ranks is just that people cant aim and are often times playing heroes that require good aim

The extent of this has been greatly exaggerated. People in the lower ranks can aim, but they suffer from a lack of consistency. They might go 30 - 4 as Widow one game, then they might go 10 - 8 the next.
