To be completely fair, people often criticize Orisa and Symmetra’s ultimates for not being very good. Widow’s less so, because it can be extremely powerful–having information like that is an extremely powerful tool, but a tool is only as good as the user.
They are moreso for giving team wide buffs that are most times more powerful then normal abilities.
though it can be argued that hanzo has widows ult a lot more frequently though widows is moreso suited to her and giving her allies situational awareness that they otherwise wouldn’t have.
(orisa’s is abit iffier but the damage buff does help win teamfights quite quickly if taken advantage of properly, and sym barrier can be quite great for stalling points and helping teammates survive situations they normally would have died in)
(mercy’s valk is moreso of a self escape tool as you really cant save people with it at all)

Factually, Blizzard determine what the ultimate is for each character. The definition of what ability is the ultimate is available both in game and on various websites that explain each characters powers and abilities
Factually, an ability that Blizzard has not defined as an ultimate, is not an ultimate
If a player states that in their opinion, ability x for character y is more powerful than the ultimate for character y, np. One may agree or disagree.
If a player states that ability x for character y is the ultimate for character y, when ability z is the ultimate for character y, this is then a non-factual statement

I would in such a case feel there is nothing further to be said, and that is true in this case as well
On a more productive note, I’m currently working on calculating utility potential. I already have a spreadsheet detailing healing/damage potential, but it isn’t really enough information. I also wanted to calculate it per rank, but can’t because of Overbuff’s layout. Do you think I should just make a form and get as many people as I can to fill it out? (All 100% support related, I just want to figure out if Mercy’s overall potential is really so much lower than the other supports)
