In my opinion, balance is always an issue, as a game like this that lacks balance is not, in my opinion, one that many players will choose to pay for, or play
Devs talking about Mercy at the Blizzcon on emong’s stream is, the metaphorical, “I can’t fly” answer to “I request a 1 million dollars question”. It’s an answer that shows the question wasn’t understood.

That’s beating around the bush. Balance is an issue, it’s just not the issue we talk about when talk about Mercy.
Valk has been all flavors of OP, the issue of its design remained throughout. The fact that people now come and say “but Mercy is balanced” is just missing the point completely.

As I see it, the set of folks who are united in the sense that they are unhappy with the current state of Mercy are also divided in what they want done to make them happy with her state
In my experience, people on both sides, including most on this topic, misinterpret “unengaging, unimpactful, spectator mode, press Q to watch” as balance issue when it’s almost unrelated with that.
Tweaking valkyrie’s design would improve Mercy for everyone, including those currently happy with her state.
I dont see those as balance issues, rather, I see those as players who are not using Valkyrie to its fullest potential
It is possible Valkyrie could be tweaked to make it better, but one players better might be another players worse
For example, some players might like it a lot if the duration was shorted a bit and the healing rate was boosted by a bit, while others might prefer the longer duration and therefore hate such a change
That’s problem with Valkyrie: it can’t be tweaked to ultimate-level power, without passing balance issues to next ult, because it’s discount-priced Transcendence/Supercharger.
It’s never good idea to make ultimate have power only over long time, because game is too fast-paced, making impact unnoticeable.
In a nutshell, the full potential is too close and too achievable. If you want a more in-depth of how and why I’m sure I can provide.
That exact same thing can be said about every change ever made to this game, right down to Tracer’s butt, Bastion’s shield, Brigitte’s nerfs, mass ress, role Q, 1-hero limit and so on.
It comes down to what the devs feel is best for their pocket and their game overall, and I believe there’s a very good argument to be made on why - and even how - Valk should be tweaked to allow more player expression and why the negative effects of that can be negligible.

Do you want the transcript of the Mercy part of that discussion? Because I do have it. It’s even in this thread about 200-300 posts above.
But in effect (short version), it was that ALL Mercy players want her OP (including you) while some players (Streamers and their fans) want Mercy totally useless. No one here wants Mercy OP, we want her FUN and ENGAGING with a decent Ultimate.
The ONLY time Mercy was OP was right after Mercy 2.0 was released, before and after that (after 7th Nerf, and we are on 15 Nerfs) Mercy was not OP. Also, currently Mercy is Under Powered in relationship to the Off Healers, an she is SUPPOSED to be a Main Healer.
It’s more of a fact, that Valkyrie may be versatile, but other ults are doing every part of it better.
You want to heal multiple teammates for them to not die? Coalescence or Transcendence will heal them for more than 2x healing power of Valkyrie, with only average increase in difficulty. Damage boost multiple teammates? Supercharger has better range, buffs Orisa herself, and she doesn’t lose her ability to drop shields for the time it’s active.
In my opinion, Valkyrie melds well with Mercy’s kit, and I am ok that one can use it with little effort despite the fact that far more can be gotten out of it with more effort.
Your effort or team’s effort? Impact of Valkyrie is entirely up to teammates being really good. If teammate can survive with 50-60 hps against ults, it’s not your effort - it’s teammate being good at avoiding shots, or other team being really bad at landing their shots.
And where is that effort? You just heal/boost teammates like usual, and hope for the best. Or go battle Mercy with pistol, which makes other teammates ask, why you didn’t pick DPS then.
These are indeed some of the things one can do while in Valkyrie, but not all of the things one can do.
The pistol is part of Mercy’s kit, and a good Mercy in my opinion uses her whole kit over the course of a match, when/as appropriate to the situation she is presented with.
All of those things are available without ultimate, and don’t require one.
That’s one of many flaws of Valkyrie: it doesn’t add anything new to your support capabilities, that you couldn’t achieve without it.
It’s be like Transcendence, that simply casts healing orbs on all teammates nearby, instead of it’s current state.
What effort? The effort of timing is demanding of every single action in this game, it’s there by default, it’s not enough.
The effort of positioning? You have infinite vertical and horizontal mobility, the only effort is knowing where to be, actually being there takes no effort whatsoever, particularly when the beam has 100% more range.
The effort of surviving? You have insane self heal and the mobility makes you very hard to hit.
The effort of target selection? You have chain beam.
The only actual effort you have is beam selection and timing.
You also may noticed those skills are the ones Mercy demands in her regular form, which is the other half of the problem and why it Valk clashes with Mercy’s kit.
It’s an Ult, like many others, designed to cover skill deficiency, but in Valk’s case they took a step too far and for a character with one of the smallest skill gaps already, meaning Mercy gets closer and closer to auto-pilot.
Other ults designed this way don’t cover as many deficiencies nor their heroes have as small skill gaps.
