Yes it is interference because they keep wasting money and resources making this garbage instead of fixing their damn game. It might be a different development part of the team but the money is shared out the same regardless.

It’s called money. The thing they keep making you pull out of your wallet.
The better the OWL experience, the more relevant Overwatch remains. Convince players on the fence to buy an OWL pass for the sake of an exclusive emote, and those players are more likely to be engaged with OWL, which in turn keeps them more invested in the game and has them coming back to it. Not only does this make the community more lively, but these players are more engaged with the pro-level competitive aspect of the game, which absolutely has a direct effect on how well they play, and thus further bettering the experience of Overwatch: The Game.
Waste of money and resources, I guess.
It sounds to me that you just want the perfect balance update to come out and make the game exactly how you want it, and anytime between now and then is them beating around the bush and slacking off. That just isn’t the case. Balance updates are happening all the time, behind the scenes in a test environment, being programmed and tested and debated and then through the ringer again. They’re not easy to make, both because of the manpower and because of the sensitive nature of trying to balance a competitive game. To suggest that Blizzard can never do anything else until the game is perfectly balanced, or perhaps is stuck in a perpetual loop of constant updates (since you might be more concerned with quantity over quality, judging by your first post), is a bit silly.
People aren’t going to buy a $30 pass for an emote for a game they don’t enjoy, or a game they believe is being heavily neglected by the dev team.

If there’s a way to make easy money, do it. People WILL buy this pass, there’s no doubt about that. I only commend Blizzard for taking so long to sell out this badly.
